Realistically, you could probably just use the simplest form of linear model and slide a window of a small width over the amplitude/spectrogram and train it on that. I mean, usually if you look at wavelengths you would see when someone is speaking as the audio is louder than the rest of the background noise and in many cases it will work quite nicely, as long as the background is free of loud effects such as explosions, gunshots, etc. It depends on the type of noise, but overall I'd say learning algorithms don't have problems with a decent amount of noise.
